A PK3 is a ZIP file, with the extension changed, as in, my.zip = my.pk3

Start by creating a *.zip file on your desktop or other location...
2a = No network
Create duplicate folders/files of what you want in your pk3 directly on C:\
so it would be
c:\textures\myob\myob.jpg
instead of something like
c:\modding\sof2\base\textures\myob.jpg

Share the base folder of your sof2 installation...

Open "My Network Places" and find your shared base folder under the title you gave it upon sharing...
OR - Inside MyNetworkConnections, choose "view workgroup computers", then your computer, then the shared folder...
Open your new zip file with winzip...
Drag you file into winzip and set compression to Maximum (portable) or less to be compatable with SOF2... And make sure "Save full path" is checked...
Check the path, if done properly, you will have the path correct, as in this image...
Repeat process for all remaining files maintaining folder structure...
Rename *.zip to *.pk3
